Preparing for pandemics

We could have prepared for the pandemic by building a lot more hospital capacity. Doing that, however, would generate very high fixed costs that would have to be captured from the average patient. In other words, we would pay far more for hospital stays in normal times if we wanted to have the capacity to deal with pandemics.Is there a way we can be preparing for pandemics without creating higher capacity that will often go unused?
