Advanced practice registered nurses (APRNs) play a significant role in improving health
care delivery (Martsolf et al., 2015).

However, the scope of practice is governed by state-specific
regulations determined by APRN board of nursing regulation. In the state of Oregon, one of the
APRN board of nursing regulations is the Oregon Chronic Opioid Prescribing Guidelines which
recommends the safe use of opioid medications for patients with chronic pain.

The other
regulation is the Scope of Practice Decision Tree, which presents a standardized framework for
use for all licensed nurses (Oregon State Board of Nursing, n.d.).

These nursing regulations in Oregon share some similarities and differences with the
regulations in other states.

For instance, the Oregon Chronic Opioid Prescribing Guidelines are
similar to those of Ohio’s Prescriptive Authority described in chapters 4723-9 of the Ohio
Administrative Code.

This code provides regulations for prescribing opioids for acute, sub-acute
and chronic pain. However, the difference between Oregon’s and Ohio regulations is that Ohio
provides a formula for APRN prescribers while Oregon does not.

The other difference is that
Ohio has a specific decision-making model for APRNs (Ohio Board of Nursing, n.d.).

Oregon,
on the other hand, has the Scope of Practice Decision Tree, which provide a framework for all

The Oregon regulations may apply to advanced practice registered nurses (APRNs)
differently.

The Scope of Practice Decision Tree regulation applies to APRNs because it outlines
their scope of practice. According to Blair and Jansen (2015), the scope of practice is essential
for APRNs because it helps nurses gain more knowledge.

Opioid Prescribing Guidelines are
essential because they identify the extent to which APRNs can prescribe. Ladd et al. (2019)
argued that the scope of practice and prescriptive authority is the function of state statute.

Access 

I need to ensure the patient has a right to health care and access to healthcare services/treatments that meets their needs. Access to health care is a basic right for every person in Australia. 

 

Safety

All patients have the right to safe and high-quality health care that meet national standards. Patients are to be cared for in an environment that makes them feel safe. If the patient doesn’t feel like they are being heard or we may have missed in their care they should feel they can voice their concerns. 

 

Communication

We need to ensure that patients understand the information they are provided. Patients need to be able to understand the conversation clearly and have access to an interpreter if needed. Communication is important with patients, and they should feel they can share information. 

 

Participation

Patients have a right to be apart off all decisions and choices about care. Participation by patients in their health care is encouraged by engaging the patient in discussions about treatment options. 

 

Privacy

A right to privacy and confidentiality of provided information. Privacy requires that all participants be sensitive to the privacy needs of patients and ensuring that the patient’s information is only shared with other appropriate health professionals when necessary. 

 

Comment 

A right to comment on care and having concerns addressed. The patients need to feel like they have been listened too. They should feel like they can make a comment. By being attentive to the concerns of the patient this is encouraging them to participate in a two-way communication. 
