A river with a flow of 22 MGD is impaired for nutrients, both nitrogen and phosphorous. The TMDL is 1,836 lb/d for nitrate. The regional department of environmental protection established a margin of safety of 72 lb/d for nitrate. Two other permits for nitrate allow waste load allocations of 355 lb/d and 277 lb/d. If a new wastewater treatment plant being built wishes to discharge to this water, what is the maximum waste load allocation for nitrate they could get and still protect beneficial use, assuming no reserve capacity for future development? Nonpoint sources contribute 622 lb/d.
