Radiology department shift leadership

You are the Lead Technologist for the Radiology department in the hospital. You have three shift team leads (A, B and C) who report to you and oversee a team of rad-techs 24 hours and 7 days a week. Your A and C shift teams seem to be operating effectively and smoothly, with no concerns brought forward. However your B shift team has continually missed performance metrics, and goals, and have fallen behind in re-certifications, many times missing deadlines. This leader also has made it known they do not respect their peer team leads and wants nothing to do with either of them. As the Lead Tech, how might you approach this reality with your B shift team lead, referencing your leadership theory choice(s).
