Water breakage in health facility

Main water pipe broke in nursing home this meant that water would be shut off from the facility until it is fixed. Residents are unable to complete activity of daily living skills. In addition, dietary department also had issues in the food preparation and cleanliness in their area. House keeping and laundry issues also needed to be addressed. How would you address these issues and challenges those disaster brought about?
